This research explores frequency of use of policy analysis and other forms of social research by policymakers when making policy decisions. This study focuses particularly on each step of policy process namely, policy agenda, policy formulation, policy adoption, policy implementation, policy assessment, policy adaptation, policy succession and policy termination while exploring frequency of research use on each of those steps of policy process. There are numerous "actors" in the policy process who influence the process - individuals such as policymaker staff members, government administrators and policy influencers within administrative ranks. How do these actors participate in getting research "used" in the policy process? The policy process is large and complex and involves both the political goals and the policy goals of the actors within the process - each often in conflict with the other. These differing goals within the policy process also must influence how, when and what type of research is used for what purposes. Even with this knowledge, many of the teachings and descriptions of policy research assume that the research should be and is simply inserted into the policy decision process and used in a direct way - known as "instrumental" in influencing decisions of policymakers - and thus creating more effective policies. As a result of this focus on instrumental use of policy research by policymakers, I believe, and much literature suggests, at least four different outcomes:
(1) policy researchers believe that many policy decisions are made and implemented in the absence of research;
(2) the purpose and processes of social research have not changed or adapted in ways that might increase its integration into the larger policy process;
(3) policy research is targeted mainly at policymakers even though they might not be the most important "users" and;
(4) "policy analysis," or policy research as a career or profession is in crisis about its relevance as a decision-makers' aid to effective policymaking. This study seeks to bring greater clarity to these issues by understanding the use of research by other actors - specifically, policymakers' staff and mid- to high-level administrators in state government - and how they deliver policy research and information in the policy process.Record link: https://library.seeu.edu.mk/index.php?lvl=notice_display&id=19539 Copies

Ky punim ka për qëllim studimin shkencor të nacionalizmit tek shqiptarët, në veçanti tek shqiptarët e Kosovës. Nevojën e trajtimit të këtij koncepti tek shqiptarët e shtyjnë shumë faktorë, ndër ta më të rëndësishmit janë: ai i kujtesës së përbashkët, dallimeve kulturore, niveli i zhvillimit ekonomik e posaçërisht ai i mospërputhjes së kufijve shtetërorë me ata kombëtarë. Shqiptarët pas vitit 1912, përkundër njohjes si komb dhe shtet, gjysma e tyre mbetën jashtë shtetit shqiptar. Në këtë mënyrë, mbeti përgjysmë edhe projekti i nacionalistëve shqiptarë për përfshirjen e tërë kombit në një shtet. Kështu, një pjesë e madhe e shqiptarëve të mbetur jashtë kufijve të Shqipërisë, e posaçërisht ata të ish-Jugosllavisë, projektin e Lëvizjes Kombëtare Shqiptare e konsideronin akoma të pa përfunduar. Qëllimi kryesor i këtij punimi është hulumtimi i ligjërimit nacionalist shqiptar në Kosovë. Metoda përmes së cilës realizohet ky punim është ajo cilësore. Fillimisht trajtohet lindja, zhvillimi dhe truallizimi i konceptit të nacionalizmit gjatë periudhës së rilindjes kombëtare, ruajtja e koherencës së tij pas pavarësisë së Shqipërisë dhe në veçanti gjatë periudhës së Jugosllavisë së dytë dhe pas saj. Argumentohet se orientimi ligjërimor nacionalist në Kosovë është edhe refleksion i orientimeve të tjera ligjërimore siç janë ai i nacionalizmave të tjerë në kuadër të Federatës Jugosllave, si dhe nga ligjërimet e tjera të kohës si ai socialist, komunist, dhe kozmopolitist. Gjithashtu, analizohen arsyet e lëkundjes, ndrydhjes dhe devijimet të idesë së nacionalizmit nga intelektual, politikan dhe lëvizjet politike të kohës. Synimi i mbramë i këtij punimi është që të identifikojë vazhdimësinë dhe ndryshimet në ligjërimin nacionalist shqiptar në Kosovë, si dhe reflektimet e këtij ligjërimi në raport me orientimet e tjera ligjërimore. Fjalët kyçe: Nacionalizmi shqiptar, ligjërimi nacionalist, nacionalizmi serb, Rilindja Kombëtare, shteti komb.
Абстракт
Овој научен труд има за цел да има научен пристап за национализмот кај Албанците, особено меѓу косовските Албанци. Потребата за приоѓање на овој концепт кај Албанците се наметнува од многу фактори, меѓу нив најважни се: оној на колективната меморија, културните разлики, нивото на економски развој со посебен осврт особено на оној од некомпатибилноста на државните и националните граници. Албанците после 1912 година, и покрај тоа што беа признати како нација и држава сепак половина од нив останаа надвор од албанската држава. На овој начин, остана недовршен проектот на албанските националисти за вклучување на целата нација во една држава. И така, голем дел од Албанците оставени надвор од границите на Албанија, особено оние од поранешна Југославија, го сметаа проектот на албанското национално движење сè уште недовршен. Главната цел на овој труд е истражување на албанскиот националистички дискурс во Косово. Методот преку кој се реализира овој научен труд е квалитативен. Први во трудот се третираат, раѓањето, развојот и територијализацијата на концептот на национализам за време на периодот на национална обнова „ренесанса“, зачувување на нејзината кохерентност по осамостојувањето на Албанија и особено во периодот на втора Југославија. Се тврди дека националистичката дискурсна ориентација на Косово е исто така одраз на другите дискурс-ориентации, како што се оние на другите национализми во рамките на Југословенската федерација, како и на другите дискурси од тоа време, како што се социјалистичкиот, комунистичкиот и космополитскиот. Исто така, анализирани се причините за осцилација та, репресијата и отстапувањата на идејата за национализам од интелектуалните, политичарите и политичките движења на времето. Конечната цел на овој труд е да се идентификуваат континуитетот и промените во албанскиот националистички дискурс на Косово, како и рефлексиите на овој дискурс во однос на другите дискурси ориентации. Клучни зборови: Албански национализам, националистички дискурс, Српски национализам, Национална ренесанса, национална држава.
Abstract
This paper aims the scientific study of nationalism among Albanians, especially among Kosovo Albanians. The need to address this concept among Albanians is pushed by many factors, among them the most important are: that of collective memory, cultural differences, the level of economic development and especially that of the incompatibility of state and national borders. Albanians after 1912, even though were recognized as a nation and a state, half of them remained outside the Albanian state. In this way, the project of the Albanian nationalists for the inclusion of the whole nation in one state remained incomplete. Thus, a large part of the Albanians left outside the borders of Albania, especially those of the former Yugoslavia, considered the project of the Albanian National Movement yet unfinished. Thus, the main purpose of this paper is to research the Albanian nationalist discourse in Kosovo. The method through which this work is realized is the qualitative one. The dawn, development and organization of the concept of nationalism during the period of national renaissance, the preservation of its coherence after the independence of Albania and especially during the period of the second Yugoslavia and after it, are first treated. It is argued that the nationalist discourse orientation in Kosovo is also a reflection of other discourse orientations such as that of other nationalisms within the Yugoslav Federation, as well as other discourses of the time such as the socialist, communist, and cosmopolitan. Also, the reasons for the oscillation, repression and deviations of the idea of nationalism from the intellectual, politician and political movements of the time are analyzed. The final aim of this paper is to identify the continuity and changes in the Albanian nationalist discourse in Kosovo, as well as the reflections of this discourse in relation to other discourse orientations.
