Diplomacy is the art and practice of conducting negotiations between representatives in international relations through the intercession of professional diplomats with regard to issues of peace-making, trade,war,economics,culture,enviroment and human rights. The problem of understanding negotiation has occupied diplomats and scholars for centuries.Diplomats have devoted thousands of memoir pages to the phenomenon of negotiation, the existence of national negotiating styles, and characteristics of good and bed negotiators. Historians, pholosofers, economists, sociologists, psychologists and political scientists have been intrigued by the ways in which individuals, groups, firms and nations attempt to resolve their differences by peaceful means. Despite the attention devoted to the subject, there is a little consensus among those who study negotiation about the dynamics of the process. Many historins highlight the unique nature of every negotiating situation and argue for a case by case approach that emphasizes the historical context within which negotiations take place and the cultural, social and political differences between negotiating partners. Some scholars, including many economists and sociologists, conceptualize negotiation as a rational process consisten with the assumptions of classical game theory, in which the intellectual challenges are understanding the impact of concessions on the negotiating process and determining what is a rational decision in the realm of strategic choice. Others , most notably psychologists, urge that scholars pay grater attention to the personalities of individual negotiators and characteristics of the social-psyhological environment in which they find themselves. Finally, some political scientists suggest tha international negotiation is a poltical phenomenon in which domestic factors such as public opinion, interest groups, and electoral politics strongly influence the process and outcome of discussions. |
