Ndryshimet e fundshekullit te kaluar perfshijne gjithe shtetet e Europes Juglindore. Ndryshime u bene ne gjitha fushat si: ekonomike, juridike, shoqerore, politike etj. Keto ishin ndryshime te domosdoshme per tu bere ngaqe perfundoi sistemi paraprak totalitar dhe u zevendesua me nje sistem te ri demokratik.
Natyrisht ndryshimet qe u bene ne fushen e ekonomise paraqesin ceshtjen qe me se shumti na intereson per te bere hulumtimin tone. Kjo me qellim te dhenies se nje kontribuli modest per finansimin e qeverisjes lokale ne vendet e Europes Juglindore. Finansimi eshte nje ceshtje shume e rendesishme qe ndikon ne zhvillimin jo vetem te ekonomise por edhe te fushave tjera. As qe mund te mendohet nje zhvillim i ciles do fushe pa siguruar paraprakisht mjete finansiare.Kjo eshte nje ceshtje qe me ka preokupuar qysh gjata shkollimit te mehershem, prandaj deshirova qe te merrem me kete problematike mjaft aktuale.Ne kete hulumtim behet fjala jo vetem per finansime e qeverisjes vendore ne R.SH por ne menyre krahasuese edhe per finansimin e qeverisjes lokale edhe ne disa shtete te Evropes Juglindore. Duke pasur parasysh faktin se qeverisja lokale nuk mund te zhvillohet pa u siguruar paraprakisht mjetet fmansiare me kete problematike jane marre dhe do te merren shume eksperte te kesaj fushe sepse pikerisht ne njesite e qeverisjes lokale qytetaret kane mundesi li realizojne te drejtat e tyre me karakter lokal sa me afer me shpejte dhe ne menyre te pavarur.
Abstrakt
Changes last late twentieth century include all states of Eastern Europe. Changes were made in all areas such as economic, legal, social, political, etc. These changes were necessary to be done because he ended the previous totalitarian system was replaced with a nevv democratic system.Obviously the changes that were made in the field of economy pose the question which most interests us to do our research. This purpose of providing a modest contribution to local government fmancing in countries of Eastern Europe. Financing is a very important issue that affects not only the economic development but also to other fields. As you can conceive of a development which vvill ensure the fleld without tools finansiare.Kjo advance is an issue that has occupied since the previous school term, and therefore vvished to deal vvith this problem quite current. In this research it's not just for fmancing local government in Albania but also in a comparative way for local government fmancing in several countries of Eastern Europe. Given the fact that local government can not take place without advance secure fmancial resources to this problem have been taken and will be more expert in this field because it is local government units where citizens are able to exercise their rights of local as close to the fast and independently. |
