Ky punim mbi qeverisjen vendore në komunën e Preshevës ka për qëllim të shtjellojë disa koncepte bazë mbi roli e qeverisje vendore si dhe raportin e saj me qytetarët e kësaj komune dhe me qeverisjen qendrore sipas legjislcionit në fuqi, si dhe të vërë theksin mbi faktorët kryesorë që ndikojnë në konsolidimin e qeverisjes vendore në komunën e Preshevës, bazuar në sistemin në fuqi, me qëllim realizimin e parimeve të decentralizimit dhe ofrimit të shërbimeve në mënyrë sa më efiçiente dhe në nivel sa më afër qytetarit. Duke qenë në dijeni se ky punim është modest për një temë të tillë që është mjaft e gjërë dhe komplekse dhe nuk mendojë se me këto radhë tu japë përgjigje shteruese problematikës së ngritur me anë të këtij punimi. Në këtë punim janë shtjelluar situata të caktuara ku qeverisja vendore mund të përmisohet dhe po ashtu janë pikasur edhe disa mangësi në zbatimin e politikave të qeverisjes, mangësi këto që kanë të bëjnë në masë të madhe me konsolidimin strukturor të funksioneve brenda vetë sistemit aktual të qeverisjes vendore. Gjithashtu ky punim ka për qëllim të vërë në pah gjendjen aktuale të qeverisjes vendore në raport me qytetarët, ku si metodë kam përdorur anketimin me qytetarët, se sa ata janë të kënaqur me funksionimin e pushtetit lokal, si dhe të vërë theksin në disa faktorë që ndikojnë në qeverisje që ajo të jetë sa më efikase për të gjithë qytetarët.
ABSTRACT
This paper on local governance in the municipality of Presevo aims to elaborate some basic concepts on the role of local government and its relationship with citizens of this municipality and central government according to the legislation in force, and to emphasize the main factors that affect the consolidation of local government in the municipality of Presevo, based on the system in force, in order to achieve decentralization principles and service delivery in the most efficient and close way to the citizen. Knowing that this work is modest for such a topic that is quite broad and complex and does not think that with these lines give an exhaustive answer to the problem raised by this paper. In this paper some specific situations are discussed where local government can be improved and also some shortcomings in the implementation of government policies are highlighted, the deficiencies that have to do with the structural consolidation of functions within the actual system of governance local.
