Trajtimi i kësaj teme është me rëndësi përshkak të zhvillimit të ulët ekonomik që ka komuna e Gjilanit dhe normës së lartë të papunësisë, që mbretëron për momentin në komunë. Unë jam përpiqur që sado pak të jap një kontribut të vogël në këtë drejtim, duke i marrë parasysh edhe sfidat e kohës, me qëllim që të analizohen, shkalla e papunësisë, ndërmarrjet e vogla dhe të mesme (NVM-të), procesi i privatizimit, si faktor kryesor që ndikojnë në zhvillimin ekonomik lokal. Për realizimin e temes në fjalë do të përdoret metoda krahasimore, dhe të dhënat sekondare duke u bazuar në periudhën nga viti 2005 deri në vitin 2015, duke identifikuar, problemet dhe sfidat që e përcjellin komunën vazhdimisht nga viti ne vit, duke hulumtur kete fenomen, për hartimin e nje strategjie, sa me optimale dhe implementuese Nën këto kushte të konkurrencës së krijuar, zhvillimi ekonomik i vendit mundësohet vetëm me ndihmën institucionale, si dhe me mbeshtetjen qe ka ne fokus forcimin dhe zhvillimin e bizneseve private qe do te reflektojne ne zhvillimin ekonomik. Fjalët kyçe: NVM-të, ZHEL, Procesi i Privatizimit, shkalla e papunesisë, sektori privat.
Abstract
Due to current low economic development and high rate of unemployment the Municipality of Gjilan is enduring, it is of a capital importance that the topic be treated urgently. Taking into account the present time challenges, the thesis is an attempt to give a small contribution to the topic, in order to analyse the unemployment rate, small and medium enterprises (SMEs), the privatisation process of public and social enterprises, as a key factor that has an impact in local economic development. The thesis will take advantages of comparative methodology and the second data based on the time frame from 2005 until 2015, by identifying problems and challenges that the municipal authorities are continuously encountering each year; by exploring this phenomenon to come to a feasible and realisable development strategy. Under the given competion, economic development of the country is only provided through institutional assistance and the support focusing on stregthening and developing private sector which on the other hand contributes to its economic development.
