| Class number: | 350 | Abstract: | Dear President of the Assembly of the Republic of Macedonia, Mr. Talat Xhaferi, dear professors, Rector of SEE University, Mr. Dika, dear dean of Faculty of Contemporary Sciences, Mr. Memeti, dear academicians, respected representatives of USAID and OSCE, media representatives, esteemed auditorium! I will be honest and say that the conference topic describes in one sentence the work of the Ministry of Information Society and Administration. It is all about daily challenges as well as perspectives with which we are facing in managing with the public sector. The public sector in Macedonia includes 1,299 institutions, with about 128,722 employees; together with those employed in in full state ownership as well as temporary work contracts, the number goes up to 140,000. It is quite a complex system which has to be managed in a very dedicated and focused manner. Our engagement and aims are to ensure all the necessary conditions so that the public sector in Macedonia can meet its core duty, which is to provide better, faster and cheaper services to our citizens. That is why we have to undertake steps to restructure, reorganize and modernize public services. A great deal of measures of doing the above-mentioned has been defined in the Public Administration Reform Strategy. This is the first strategy which has a concrete action plan, indicators for carrying out the measures, as well as a suitable budget planning. It is not just another nice text on paper, with which we will not know what to concretely. Moreover, everyone will be able to follow the level of its realization. One of the most important parts of the public administration reforms is establishing of a professional and depoliticized public administration. We have to invest in knowledge, skills and competences of the employees. We have to set standards of managing with human resources and increase productivity and efficiency. To be honest, I come from the private sector myself and this is how I am used to thinking. | Contents note: | CHANGING PERCEPTIONS AND INCREASING EFFECTIVENESS OF PUBLIC ADMINISTRATION; Albana Rexha, Blerim Reka: UNPACKING THE CONCEPT OF GOOD GOVERNANCE IN TH CONTEXT OF EU ENLARGEMENT POLICY; Suad Salkic: LOCAL SELF GOVERNMENT : COMPARATIVE REVIEW OF CURRENT ISSUES IN MACEDONIA AND IN BOSNIA AND HERZEGOVINA – POLITICAL TURMOIL NEGATIVELY AFFECTING FUNCTIONING OF LOCAL GOVERNMENT; Jeton Rakip, Jonuz Abdullai: GOOD GOVERNANCE IN FUNCTION OF ACHIEVING THE PUBLIC INTEREST; Liburn Mustafa: THE APPROACH OF SERBIAN POLITICAL LEADERSHIP TO MINORITY POLICIES, NAMELY THE ALBANIAN MINORITY IN SERBIA; Sabahattin Nal: THE PIONEER OF LOCAL GOVERNMENT IN TURKEY : MAIN IDEAS AND CONTEMPORARY REFLECTIONS; Dimitar Spaseski: MACEDONIAN EXPERIENCE - A MODEL FOR CONFLICT RESOLUTION; Ali Pajaziti: POLITICAL LEADERSHIP AND RELIGION : THE MACEDONIAN CONTEXT; Liljana Siljanovska: POLITICAL COMMUNICATION, LEADERS AND LOCAL GOVERNANCE; Mimoza Jusufi: CONTINUATION OF REFORM AND ADMINISTRATIVE DEVELOPMENT IN REPUBLIC OF MACEDONIA; Abdulla Azizi, Lindita Neziri, Arijeta Selimi: PUBLIC ADMINISTRATION REFORMS IN MACEDONIA : THE ANNUAL PROGRESS REPORTS OF THE EUROPEAN; Xhmail Çupi, Fisnik Muça: THE IMPACT OF CIVIL SOCIETY IN THE PUBLIC POLICY PROCESS : THE CASE OF RADIKA RIVER; Kujtim Ramadani: MACEDONIA : AN EXAMPLE OF UNFINISHED STATE BUILDING; Shpresa Kaciku Baljija: ASSESSING POLICIES FOR ETHICS AND INTEGRITY IN STATE ADMINISTRATION; Shefqet Avdija: PUBLIC SECTOR EFFICIENCY CHALLENGES.
