Abstract: | "Understanding public policy"- This leading introduction to public policy is designed to provide undergraduate and graduate students with concrete tools for not only understanding public policy in general, but for analyzing specific public policies. It focuses on what policies governments pursue, why governments pursue the policies they do, and what the consequences of these policies are. Very contemporary in perspective, it introduces eight analytical models currently used by political scientists to describe and explain political life and then, using these various analytical models—singly and in combination—explores specific public policies in a variety of key domestic policy areas. |
Contents note: | Policy analysis: the thinking man's response to demands for relevance; Models of politics : some help in thinking about public policy; Civil rights : elite-mass interaction; Violence and repression : elite response to mass disorder; Welfare : the limits of rationalism; Poverty : the search for a rational strategy; Education: the group struggle; Urban affairs : institutional forces and public policy; Priorities and price tags : an analysis of government spending; Budgets and taxes : incrementalism at work; Inputs, outputs, and black boxes : a systems analysis of state policies; The policy-making process : getting inside the system; Policy impact : finding out what happens after a law is passed; |
