There are numer¬ous OSCE commitments ensuring the individual's freedom of expression and freedom of information, and the freedom of the media. The strategic assumption of these commitments is to place the media into the custody of society rather than in the custody of the State, where they have been in most countries before democratization. Therefore I commend the work and activities of the OSCE Representative on Freedom of the Media, Miklos Haraszti. In 2005, I co-operated closely with Professor Haraszti and his Office on many projects, including the Inter¬net Conference, the media conferences held in Central Asia and the Cauca¬sus, legal reviews, freedom of the media and hate speech, decriminalization of libel, silent diplomacy demarches defending individual cases, etc. At the beginning of 2005, the Office presented a matrix on libel and insult laws. Decriminalization of libel, by making its handling civil-law based, was promoted throughout 2005 in order to reduce the level of misuse of criminal law against journalists or even their detention for political reasons in the OSCE region. Special attention was given also to the issue of access to public information, which in many cases is guaranteed by the Constitution. In practice, citizens are often deprived of obtaining public information due to official and state secrets. Книгата е структурирана во тринаесет поглавја во кои се опфатени сите најзначајни тематски области предвидени во предметот Медиумско право. Целта на наставните содржини е студентите да стекнат основно разбирање на медиумската и аудиовизуелната политика во Европа и на меѓународните стандарди во медиумската област кои се вградени во националното законодавство. И покрај технолошкиот развој, дигитализацијата и конвергенцијата, регулирањето на содржините во аудиовизуелната област и натаму останува неопходен инструмент на европската медиумска политика за да се обезбеди остварување на јавниот интерес и да се зачуваат темелните принципи и вредности на демократското општество. Покрај запознавањето на слободата на изразувањето како темелен принцип и концептот на јавниот интерес во медиумската област, значаен дел на книгата е посветен на документите и препораките на Советот на Европа и на принципите на аудиовизуелната политика на Европската унија: регулирањето на радиодифузијата, улогата на јавниотрадиодифузенсервис, комерцијалниотсекторинепрофитнитемедиуми. Во неколку тематски поглавја се разработени и други важни прашања, чие познавање е неопходно за извршување на новинарската професија: пристапот до информации од јавен карактер, регулативата за клевета и навреда, правото на приватност и заштитата на личните податоци, правото на одговор и исправка, принципите на известувањето од судски постапки и низа други теми. Во книгата се презентирани најголем дел од стандардите во медиумската област на Советот на Европа и на Европската комисија, а во одделни тематски подрачја се обработени и насоките на меѓународната организација „Артикл 19" (Аг1:1с1е 19). Во повеќе поглавја се дадени коментари и примери како меѓународните стандарди се имплементирани во домашната законска.
