The Decree of the Council of Ministers entered into force after its publication in the Official Gazette on Friday, February 26, 2010. On 03.03.2010 Prof.Dr. Ahmet Günşen was appointed as the Director of the Institute. The Regulation of the Balkan Research Institute was published in the Official Gazette on October 21, 2010 and 27736 copy number. Science ReviewClass number: 028.1 Abstract: This issue of SEEU Review contains a large number of scientific articles published by SEEU staff and colleagues from the region, the greater part of the articles are about continuous development of SEEU, or developments in Macedonia. We have tried to include as much articles as possible not only by experienced researchers but as well from young authors, by presenting some interesting activities of learning and teaching strategies at SEEU. We welcome as well the academic collaboration with academic staff of other universities. SEEU is an open institution, having strong and developing links with other institutions in the region and further afield. Finally we wish to thank our staff for their commitment and dedication. We thank prof. Dennis Farrington, President of the SEEU board for his prompt and excellent advice and all colleagues who helped for this issue of the Review. The call for the next issue of the Review will be published at the beginning of February, with target date July/August 2010 for the ninth issue 2010.

In this issue of SEEU Review, researchers from the University and region, present their work in the following fields: Law, Business and Economics, Contemporary Sciences and Technologies, Teaching and Languages and Environmental sciences. As usual, different readers of these papers may draw different conclusions regarding the specific topics addressed. The goal in presenting these research efforts is to draw attention to important issues and encourage conversation on them, always with the objective of adding to the understanding we have of the complex and changing world in which we live. We continue to encourage other current and former undergraduate and postgraduate students and staff of SEEU University and other undergraduate institutions to submit their own work for future editions. The Editorial Board has made the selection based on work, that has scientific significance and that address current issues. Science ReviewClass number: 028.1 Abstract: The Albanian national question is arguably the last major ethnic issue facing Europe today. This volume examines the origins and progress of that issue through the twentieth and into the twenty – first century. While the Albanian question had attracted some attention during the nineteenth century, it firs became a significant European diplomatic issue at the London Conference of Ambassadors (1912 – 1913). The Conference remains one of the key milestones in the history of the Albanian national question, Balkan history, and in the history of modern European diplomacy in general. The consequences of the decisions of the Conferences still have an impact today, fully one century later. The geopolitical maneuvering at the Conference create an entirely new Balkan political map, creating new states, while at the same time dividing ethnic groups.
