Miratimi i këtij ligji të ri vjen pas një periudhe të gjatë ku si qytetarët ashtu edhe mediat, vënë në pikëpyetje transparencën e administratës dhe zbatimit të së drejtës së informimit. Megjithatë ndryshimet e bëra ndër vite si dhe progresit teknologjik dhe hapjes së portaleve qeveritare që lehtësojnë dhënien e informacionit, etja për transparencë më të madhe qeveritare mbetet.
