He reminded us that what happened 20-25 years ago set the stage for unparalleled developments in the European Higher Education Area in the intervening period. The foundation of SEEU was part of that story. Universities and collegesClass number: 344.42 Abstract: This book is the 2021 Third Edition (following 2006 and 2012) of a successor to two earlier volumes: Farrington's The Law of Higher Education (1994, 1998); Palfreyman & Warner, Higher Education Law (1998, 2002). We present here a guide to the law governing higher education in England, and partly in Wales, Scotland, and Northern Ireland. We hope it will be useful for those working in HE management and for those acting as legal advisors to HE institutions. This edition will be supplemented by a roughly annual update loaded as an Occasional Paper at the OxCHEPS website. Each Part of the book sets out the relevant theoretical legal framework (including related case law to 1 December 2020), and identifies practical issues in the governance and management of institutions. This coverage follows the precedent determined by Farrington and incorp orates appropriate material previously included in Palfreyman & Warner: We are grateful to the contributors to the latter as an edited volume. The final Part is a broad comparative study of how the law impacts upon HE institutions in other common law counties (notably in the USA) and also in civil law jurisdictions. It was without doubt the most challenging role of my career to become the first Secretary-General of the University early in 2002 and to hand over that role with every confidence in my successor, Xhevair Memedi, in September 2004. The Republic of Macedonia has two great advantages: the beauty of its countryside and the welcome which its citizens give to foreigners, which in my experience is unsurpassed anywhere in Europe. It is a country with a fascinating history and great potential. Like many neighbouring countries emerging from state socialism it has experienced serious economic problems, suffers from high unemployment and consequent social instabilities. The foundation of SEED is only one element of the support provided by the international community, notably by the European Union and the United States, as Macedonia moves towards membership of the EU and to a more solid and secure future. At the time of writing Macedonia's higher education system is far from perfect despite all the good will and hard work of its professors and students in all its universities, which in the state sector suffer from chronic under-funding. Since independence the governmental approach to the system has been dominated, perhaps inevitably, by short-term political considerations but this has changed as the country becomes integrated into the European Higher Education Area. SEEU on its own cannot bring the stability the system needs in the interests of the country and its people. All it can do is lead by example, concentrating on effective governance, treating students as partners in the higher education process, improving access by under-represented groups in society and above all delivering high quality services.
