Starting from the principle that the science is a fight against the fraud, it is a prophylaxis and social insulin, thus a tool for prevention, minimization and elimination of social affliction. The Institute for Political and International Studies, in the eve of centennial of Balkan wars and 100 years of Albanian state, on 29-30 June 2012 organize an scientific conference including participants from different European states that through academic discourse, discussed the topic ”The Balkans yesterday, today and tomorrow”. Most of western Balkan countries have use decentralization reforms as a tool for finding solutions for national issues related to interethnic conflicts and as a need for reducing the centralized competences inherited from socialist regime. In other side decentralization it can be a controversial process. Es wird versucht klarzustellen, welche Forderungen die albanische Bevölkerung gegenüber dem Staat stellt und was die Erfüllung dieser Forderungen für die albanische Bevölkerung konkret bedeuten würde. Abschließend werden die Aussichten des Mazedoniens für eine Mitgliedschaft in die Europäische Union und ihre langfristigen Perspektiven zusammengetragen. Teza e magjistraturës trajton një temë, e cila ka të bëjë me një formë mjaft të rëndësishme të diplomacisë postmoderne, roli, rëndësia dhe përdorimi i së cilës janë rritur shumë, veçantërisht në këto dhjetë vitet e fundit. Si një produkt i globalizimit dhe si një fryt i diplomacisë publike të re, diplomacia digjitale cilësohet si një nga trendet kryesore të shekullit XXI në komunikimin diplomatik. Duke qenë nën ndikimin e avancimeve marramendëse të TIK-ut, Internetit dhe mediave sociale, mënyra e realizimit dhe prezantimit të diplomacisë ka pësuar ndryshime rrënjësore, si dhe është larguar çdo herë e më tepër nga elementet tradicionale diplomatike. Diplomacia po bëhet gjithnjë e më hapur, duke krijuar hapësira të favorshme për inkuadrimin e aktorëve jo-shtetërorë, duke e rritur dhe lehtësuar qasjen në informacione, duke e pamundësuar ekzistencën e sekreteve, si dhe duke e rritur bashkëveprimin në mes të subjekteve ndërkombëtare. Rëndësia e diplomacisë digjitale mbështetet në shfrytëzimin e TIK-ut, Internetit dhe mendiave sociale, që njëherësh paraqesin edhe bazamentin e saj, për fuqizimin e marrëdhënieve diplomatike. Prandaj, njohuritë rreth rolit dhe rëndësisë së diplomacisë digjitale janë të domosdoshme. Kjo tezë do të ofrojë informacione rreth përkufizimit, qëllimeve, evoluimit, efektivitetit dhe platformave digjitale të saj. Ndërkaq, fokusi kryesor i hulumtimit është shtrirë në klasifikimin e benefiteve dhe rreziqeve të diplomacisë digjitale. Akterët ndërkombëtarë e kanë më se të qartë se sa i dobishëm është shfrytëzimi i benefiteve të diplomacisë digjitale për arritjen objektivave të tyre në arenën ndërkombëtare. Mirëpo, procesi i digjitalizimit është i pandarë nga rreziqet kibernetike, si dhe po ashtu liria që buron nga Interneti dhe mediat sociale keqpërdoret për qëllime të ndryshme që mund të kenë aktorët shtetërorë dhe jo-shtetërorë. Ndonëse e shoqëruar me benefite nga njëra anë, si dhe me rreziqe nga ana tjetër, prapë se prapë benefitet i mbulojnë rreziqet e diplomacisë digjitale, duke e bërë këtë të fundit tashmë element thelbësor për realizimin e aktiviteteve diplomatike. Bazuar në të gjitha informacionet mbi veçoritë e temës, qëllimi primar i tezës është që të ofrojë argumente të mjaftueshme për verifikimin e hipotezës së lartëcekur, e cila njëkohësisht është edhe hipoteza e përgjithshme e tezës. Fjalët kyçe: Diplomacia digjitale, Globalizimi, TIK, Interneti, Mediat sociale, Marrëdhëniet ndërkombëtare.
ABSTRACT
The master thesis treats one topic which is about a very important form of the postmodern diplomacy, whose role, importance and usage has increased a lot, especially in the last ten years. As a product of globalization and as a fruit of new public diplomacy, digital diplomacy is considered one of the major trends of the twenty-first century in diplomatic communication. Being under the influence of the extraordinary advances in ICT, the Internet and the social media, the way of realization and presentation of diplomacy has been radically changed and is increasingly removed from the traditional diplomatic elements. Diplomacy is becoming more and more open, creating favorable spaces for the involvement of non-state actors, increasing and facilitating access to informations, preventing the existence of secrets, and increasing co-operation among international subjects. The importance of digital diplomacy is based on the usage of ICT, the Internet and the social media, which at the same time represent its base, for the strengthening of the diplomatic relations. Therefore, knowledge about the role and importance of digital diplomacy is indispensable. This thesis will offer informations on the definition, goals, evolution, effectiveness and digital platforms of the digital diplomacy. Meanwhile, the main focus of the research lies in the classification of its benefits and risks. For international actors is more than clear how useful is exploitation of digital diplomacy benefits for achieving their goals in the international arena. However, the process of digitization is unseparated from cyber risks, as well as the freedom of the Internet and the social media is abused for various purposes that state and non-state actors may have. Although coupled with benefits on the one hand and risks on the other hand, the risks of digital diplomacy are still covered by benefits, making the digital diplomacy a key element for the realization of diplomatic activities. Based on all the informations over the features of the topic, the primary goal of the thesis is to provide sufficient arguments for verifying the above-mentioned hypothesis, which is also the general hypothesis of the thesis.
