Somewhat like this, the return to the starting point, is true for EDS too: in 2005 the fifth meeting of the European Doctoral Seminar had been held, and this was the second EDS conference organized in Budapest. Therefore using the sociological approach the European Doctoral Seminar has been proved as stable event for Ph D students from different countries, from Albania, Bosnia-Herzegovina, Germany, Hungary, and in 2005 also from Italy. The background of EDS was and is the unification process in Europe, the basic idea was and is to bring young people together to discuss parts of their Ph D theses. Often it could experienced that the problems investigated by participants were more or less the same, but the concrete approaches for the analysis of inflation, unemployment, economic development, capital markets, etc. were of course influenced by history, traditions, the cultural circumstances of these economies, and by the economic actors' behavior in these countries. From this point of view it was easy to understand what about the presentation had been prepared, but at the same time it was also surprising to experience the differences between economies located in Middle and Middle East Europe. It was a pleasure to observe the development of Ph D theses, to see how participants having entered the program some years ago took into account critical remarks and comments of colleagues in their research done during the months between two meetings. Of course, we are proud in the fact that some of our former participants had successfully finished their doctoral programs and having started their activities in different fields, most of them - and this is also a feather in our cap - as lecturers at universities. Comparing the papers contained in this issue of Public Economics Series with those of earlier conferences it can be seen that the Ph D students" research interest has been moved away from more general themes, let's say about the future of the market economies in their countries, to the analysis of actual and concrete problems arising in the newly established market economies. Stimulation of innovation processes, demographics problems in higher and in lower developed economies, problems of economic policy have been discussed as well as the real possibilities to enter the European Union or the Euro area. Includes bibliographical footnotesLanguages : English (eng) Original Language : English (eng) Descriptors: Globalization, Economic development Class number: 337.8 Abstract: The idea of EDS — European Doctoral Seminar — was born in 2000, i. e. three years ago, to give students from different Central and East-European countries the opportunity to discuss parts of their PhD theses prepared in the field of economics. In Autumn 2001 the first conference was organized in Budapest, Hungary. One year later, in the Summer 2002, more or less the same participants met in Bamberg, Germany. In May 2003 they - and also their supervisors - had the pleasure to be guests of the University of Tirana, Albania. In a retrospective of these three years we can speak about continuity as well as about changes in the EDS project. First of all, continuity in the group of participants, therefore the development of the students' research could be shadow by their colleagues. Problems discussed on earlier conferences could again be analysed on later meetings, but now from other points of view or taking into account the new results, new methods, etc. Students could learn from each other how to think or how the colleagues are thinking about economics in different regions of Europe, but at the samt time they could learn to present ideas, approaches and results on international scientific meetings. Continuity could be observed also in the development of the personal relations between the participants. In Budapest we had the first polite, but also basically self-controlled contacts to students from other countries, in Bamberg the national status of the students had lost all its earlier and traditionally based importance, in Tirana, everybody felt to meet friends. The aim of the EDS — to bring together young researches from different regions — has been perfectly reached. Last, but not least, the kind hospitality of the organising institution has been developed also continuously. The main, qualitative change in the program was its extension from three to four countries by involving the University of Sarajevo, Bosnia Herzegovina. The presentation of the actual economic situation of every newly participating country, its problems and the way chosen there for solving them help to detect similarities and differences in the economic and social development in the countries of Central and Eastern Europe, i.e. will help to understand the deep complexity of the transition process. With the emergence of the financial crisis of 2007 and its devastating repercussions that the market is still recovering from, the general awareness of the participants in financial markets across the globe about the importance of financial market was increased and the entire attention was drawn to it. The need for its proper functioning and regulation became a matter of public interest and therefore, an initiative that will prevent these scenarios in the future and promote a more resilient financial market was long awaited. The intra-governmental body, the Bank for International Settlements (BIS) released the third Accord, the Basel III Framework which represents a revolution for the banking management because through the enhancement of the importance of capital and liquidity and their tighter regulation, the profitability, the economic growth and the business models of the banks in general are brought into question. This is the aspect that we will be discussing further in the thesis. The objective of the thesis is through analyzing the banking industry and how did it come to Basel III, give an overview what its implementation would mean for Macedonian economy and banking industry. The Macedonian banks are prone to more traditional models of banking and the question we're raising is does Basel III effect these banking models in emerging Europe countries, so much as those that operate in more developed countries. The thesis is divided into a section of qualitative research where the analysis of the banking industry and regulation is made with the aim of providing an understanding of the new requirements, their effects on global and European banking and implement these changes through quantitative research in the case of Macedonian economy. The results will show us the dependence of the economy on the credit growth and banking industry performance indicators and if they are a subject of change from Basel III how will that reflect the GDP growth rate. In this paper we will try to answer these questions: How much will the new capital and liquidity requirements effect on the banks profitability, in emerging Europe countries including Macedonia?
