Повеќето земји од ЕУ се борат со зголемување на трошоците за здравствена заштита. Во исто време, пациентите се занимаваат со зголемен придонес во системите за здравствено осигурување. Поефикасниот процес на јавни набавки на медицински помагала, лекови, медицинска опрема и ИТ решенија од страна на државните болници може значително да го намали притисокот врз здравствените буџети, додека олеснува подобра вредност за парите. Оттука, во магистерскиот труд централен предмет е менаџирањето на јавните набавки во здравствениот сектор, како сектор кој најмногу ги засега и интригира граѓаните. Трудот ги прикажува реалните резултати од јавните набавки во здравството во Република Северна Македонија и притоа ги детектира најголемите проблеми: слаба транспаренстност која резултира со зголемена можност за корупција и фаворизирање на одредени добавувачи. Во рамките на овој труд, важноста и предизвиците на јавните набавки во здравствениот сектор се претставени во првиот дел, преку дефинирање на карактеристиките, предностите и слабостите на ЕСЈН и јавните набавки во овој сектор, нивната важност за економски развој на државата. Во вториот дел се презентирани карактеристиките на ЕСЈН во здравствениот сектор во Република Северна Македонија, преку конкретни статистички податоци за состојбата во сите здравствени институции во државата за период од 2016 до 2020 година. Третата глава пошироко се осврнува на менаџирањето на целокупниот процес на јавните набавки во здравството, како можност за ефективно и ефикасно трошење на државните ресурси и обезбедување на поефтини и поквалитетни здравствени услуги за граѓаните. На крајот е извршено истражување преку кое се генерирани резултати, од кои се очекува да дадат подобра слика за манаџирањето на јавните набавки во здравството во Република Северна Македонија, и колку менаџирањето во нашата држава ги дава посакуваните резултати. Истражувањето ќе презентира колку луѓето ангажирани во здравствениот сектор во нашата држава се запознаени со функционирањето на јавните набавки во здравствената институција каде се вработени и што мислат за целиот процес воопшто, но и ќе биде опфатено мислењето и на корисници на разни здравствени услуги. ABSTRACT
Most EU countries are struggling with rising health care costs. At the same time, patients are making increasing contributions to health insurance systems. A more efficient public procurement process of medical devices, drugs, medical equipment and IT solutions by public hospitals can significantly reduce the pressure on health budgets, while facilitating better value for money. Hence, the central subject in the master's thesis is the management of public procurement in the health sector, as a sector that most affects and intrigues the citizens. The paper presents the real results of public procurement in healthcare in the Republic of Northern Macedonia and detects the biggest problems: poor transparency that results in increased opportunities for corruption and favoring of certain suppliers. Within this paper, the importance and challenges of public procurement in the health sector are presented in the first part, by defining the characteristics, strengths and weaknesses of the ESРР and public procurement in this sector, their importance for economic development of the country. The second part presents the characteristics of the ESPP in the health sector in the Republic of Northern Macedonia, through specific statistics on the situation in all health institutions in the country for the period from 2016 to 2020. The third chapter addresses more broadly the management of the entire public procurement process in health, as an opportunity for effective and efficient spending of state resources and providing cheaper and better health services for citizens. At the end, a research was conducted through which results were generated, which are expected to give a better picture of the management of public procurement in health in the Republic of Northern Macedonia, and how much the management in our country gives the desired results. The research will present how much the people engaged in the health sector in our country are familiar with the functioning of public procurement in the health institution where they are employed and what they think about the whole process in general, but will also cover the opinion of users of various health services. ABSTRAKT
Shumica e vendeve të BE po luftojnë me rritjen e kostove të kujdesit shëndetësor. Në të njëjtën kohë, pacientët po japin kontribute në rritje në sistemet e sigurimeve shëndetësore. Një proces më efikas i prokurimit publik i pajisjeve mjekësore, ilaçeve, pajisjeve mjekësore dhe zgjidhjeve të TI -së nga spitalet publike mund të zvogëlojë ndjeshëm presionin mbi buxhetet shëndetësore, duke lehtësuar një vlerë më të mirë për para. Prandaj, lënda qendrore në tezën e masterit është menaxhimi i prokurimit publik në sektorin e shëndetësisë, si sektor që prek më shumë dhe intrigon qytetarët. Punimi paraqet rezultatet reale të prokurimit publik në kujdesin shëndetësor në Republikën e Maqedonisë Veriore dhe zbulon problemet më të mëdha: transparencën e dobët që rezulton në rritjen e mundësive për korrupsion dhe favorizimin e furnizuesve të caktuar. Brenda këtij punimi, rëndësia dhe sfidat e prokurimit publik në sektorin e shëndetësisë janë paraqitur në pjesën e parë, duke përcaktuar karakteristikat, pikat e forta dhe të dobëta të ESPP dhe prokurimit publik në këtë sektor, rëndësinë e tyre për zhvillimin ekonomik të vendit. Pjesa e dytë paraqet karakteristikat e ESPP në sektorin e shëndetësisë në Republikën e Maqedonisë Veriore, përmes statistikave specifike mbi gjendjen në të gjitha institucionet shëndetësore në vend për periudhën nga 2016 deri në 2020. Kapitulli i tretë trajton më gjerësisht menaxhimin e të gjithë procesit të prokurimit publik në shëndetësi, si një mundësi për shpenzime efektive dhe efikase të burimeve shtetërore dhe ofrimin e shërbimeve shëndetësore më të lira dhe më të mira për qytetarët. Në fund, u krye një hulumtim përmes të cilit u gjeneruan rezultate, të cilat pritet të japin një pasqyrë më të mirë të menaxhimit të prokurimit publik në shëndetësi në Republikën e Maqedonisë Veriore, dhe sa menaxhmenti në vendin tonë jep rezultatet e dëshiruara. Hulumtimi do të paraqesë se sa njerëzit e angazhuar në sektorin e shëndetësisë në vendin tonë janë të njohur me funksionimin e prokurimit publik në institucionin shëndetësor ku ata janë të punësuar dhe çfarë mendojnë ata për të gjithë procesin në përgjithësi, por gjithashtu do të përfshijë edhe opinionin e përdoruesit e shërbimeve të ndryshme shëndetësore.
