International relations like all the other communities in the world are in transition. They rapidly change and grow to a complex world fulfilled with relations within nation states, international organizations and groups of people. It gathers a variety of relation in transition in different levels, above and below the state. It's a multidisciplinary field that gathers different international aspects of politics, economy, geography, history, law and especially to the communication between the municipality and the citizen. Generally, ex-communist coimtries from East and Central Europe (including also the Republic of Macedonia) have very negative experiences by political and social-economical developments from the transition period. There was a spread of numerous political and economical disparities, which created fragile relations between the local and central government, which relations obliged the countries to take severai actions and olher relations that will stabilize the economical, political and ethnical aspects of the country. From the numerous experiences of the other states that where co-operating internationally, the countries from East and Central Europe started to co-operate equally because the achieved results from the international relations confirmed positive and adequate results achieved in the field of insuring and offering different European and international funds. These various European and international funds ëill offer neë opportunities for managerial developments and programs fmanced by international organizations, which will take the country towards one better economical and political development. This is the reason why I choose to dedicate myself in this research in which the field of study will be the engagements of units of local self government in Republic of Macedonia, especially in the three municipalities of Struga, Ohrid and Debar. The research is made up from two main parts:
I. Local government and cooperation as general processes; II. International relations of the units of local self government
First part comprises common and essential characteristics of local governing and cooperation as general processes. It consists from two chapters. In the first chapter it is
