Diplomacia është bërë një lëmi shumë atraktive për studiuesit, por edhe në praktikë nga zbatuesit e saj. Ky hulumtim fokusohet kryesisht në diplomacinë dhe politikën e jashtme të Kosovës që nga shtetformimi në tërësi, zanafillën e diplomacisë, politikën e jashtme dhe rolin e tyre në konsolidimin e paqes dhe shtetësisë së Kosovës. Në hulumtimin tonë është studiuar diplomacia dhe mënyra e organizimit të Ministrisë së Punëve të Jashtme të Kosovës. Ky hulumtim ofron disa argumente teorike dhe praktike, që kanë të bëjnë me diplomacinë dhe politikën e jashtme dhe rolin e saj, veçanarisht në rastin e Kosovës. Qëllimi kryesor i këtij punimi hulumtues-shkencor është që të krijojë një perceptim të plotë për procesin e organizimit të politikës së jashtme dhe për diplomacinë e Kosovës që nga pavarësimi i saj, përmes rrugës së komparacionit, analizave dhe intervistave. Gjithashtu, punimi jep një perceptim të plotë të nocionit diplomaci dhe politikë e jashtme, gjatë të cilit kjo magjistraturë do të paraqiste një punim të krijuar dhe të përpiluar në mënyrë të shkëlqyer, i cili në të ardhmen do të ofronte informacione dhe shembuj të mirë, si dhe të dhëna për temën e cila është lëndë e këtij hulumtimi. Andaj, një ndër objektivat parësore të këtij hulumtimi, janë ato që kanë të bëjnë me përpjekjen për t’u ofruar lexuesve një sfond të përmbledhur analitik dhe profesional lidhur me diplomacinë dhe politikën e jashtme të Kosovës që nga shtetformimi.

Abstract
Diplomacy has become a very attractive field for researchers but also in practice by its implementers. This research is mainly based on the diplomacy and foreign policy of Kosovo since the statehood as a whole, the origin of diplomacy, foreign policy and their role in consolidating Kosovo's peace and statehood. Our research focuses on studying the diplomacy and the Ministry of Foreign Affairs of Kosovo. It provides some theoretical and practical arguments that relate to diplomacy and foreign policy and its role, especially in the case of Kosovo. The main purpose of this research work is to create a complete perception of the process of organizing foreign policy and diplomacy of Kosovo since its independence through the way of comparison, analysis and interviews. In addition, the paper gives a complete perception of the notion of diplomacy and foreign policy, during which this master's degree would be a well-created and compiled work that would in the future provide good information and examples, as well as data on the subject that is the subject of this research. Ky studim përfshinë rëndësinë e diplomacisë publike në realizimin e politikave t jashtme. Punimi është kryesisht i fokusuar për vendet në tranzicion dhe ndikimin që k diplomacia publike në realizimin politikave shtetërore. Në pjesën e parë të rishikimit t literaturës janë të shpjeguara edhe nocionet tjera të ngjashme me diplomacinë pubiike, sikurs nocioni "brendimi shtetërorë", "fuqia e butë" , "diplomacia kulturore" , kuptime këto që kan një ndër lidhshmëri konkrete me diplomacinë publike. Në këtë pjesë teoricientë të ndryshër shpjegojnë rëndësinë e diplomacisë publike, dhe pse nevoja për praktikën e sajë është nj domosdoshmëri prej shteteve që synojnë të jenë faktorë të rëndësishëm në marrëdhënie ndërkombëtare. Në kapitullin e dytë te të dhënat empirike numërohen kanalet dhe mjete nëpërmjet të cilave realizohet diplomacia publike. Aty përmblidhen disa shembuj nga akton shtetërorë dhe joshtetërorë, dhe çka i bënë të dallohen ato mes vete në efikasitetin gjafr realizimit të diplomacisë publike. Kurse në pjesën studimore kemi përfshirë dy shtete Polonim dhe Rumaninë duke treguar se sa e praktikueshme është diplomacia publike për këto dy shtete kur filluan të e praktikojnë atë, dhe a kishte efekt ajo ne realizimin e interesave shtetërore Kështu duke bërë krahasim mes këtyre dy shteteve shpjegohet rëndësia e diplomacisë publike duke u mbështetur në faktin që Polonia përmes angazhimit më të madh në diplomacinë publik< ka arritur që të realizoj më shpejtë dhe më mirë interesat shtetërore, në krahasim pre Rumanisë, e cila ka stagnuar në këtë aspekt në krahasim me Poloninë. Në këtë punim shohim s< diplomacia publike ka ndikuar në investimet e huaja të drejtpërdrejta, në turizmin e këtyre vena'eve dhe në anëtarësimin e tyre në Bashkimin Evropian. Ky punim shpjegon rëndësinë e patjetërsueshme të diplomacisë publike për vendet në tranzicion dhe mësimin që mund tc marrin shtetet tjera nga këto dy raste.

Оваа студија вклучува важноста на јавната дипломатија во спроведувањето на надворешната политика. Трудот (весникот) е главно фокусиран за земјите во транзиција, како и влијанието на јавната дипломатија во спроведувањето на државните политики. Во првиот преглед на литературата се објаснуваат другите поими слични на јавни дипломатии, како што се поимите "брендирање држава", "мека моќ", "културна дипломатија", што значи дека оние имаат конкретна врска со јавната дипломатија. Во овој дел, различни теоретичари ја објаснуваат важноста на јавната дипломатија, иако потребата од практиката на благодарност е неопходност од земјите кои имаат намера да бидат значаен фактор во меѓународните односи. Во втората глава на емпириските податоци се сметаат канали и средства преку кои јавната дипломатија се спроведува. Опфатени се неколку примери од државни и недржавни актери, исто така, она што ги прави да се разликуваат меѓу себе во ефикасност во спроведувањето на јавната дипломатија. Но, во студијата се вклучени двете држави Полска и Романија кои покажуваат колку е изводлива јавната дипломатија за овие две земји, кога почнаа да го практикуваат, и дали тоа имаше ефект врз остварувањето на националните интереси. Правејќи споредба помеѓу овие две земји се објаснува важноста на јавната дипломатија, потпирајќи се на фактот дека Полска преку поголема вклученост во јавната дипломатија успеа да постигне побрз и подобар јавен интерес, во однос на Романија, која стагнира во овој поглед во споредба со Полска. Во овој труд, ќе видиме дека јавната дипломатија влијаеше на странските директни инвестиции, туризмот во овие земји и нивното членство во Европската унија. Овој труд ја објаснува важноста на јавната дипломатија неотуѓиви транзиција и учење дека други земји можат да добиваат од овие две примери.
Abstract
This study includes the importance of public diplomacy in the implementation of foreign policy. The paper is mainly focused on countries in transition and impact of public diplomacy in the implementation of state policies. In the first part of literature review are explained similar notions of public diplomacy, the notion as "nation branding", "soft power", "cultural diplomacy", meaning those who have concrete connection with public diplomacy. In this section, various theorists explain the importance of public diplomacy, and why is necessary to be practiced by countries who aim to be a significant factor in international relations. In the second chapter from empirical data are counted channels and methods which public diplomacy is realized. It summarized some examples from state and non-state actors, and what makes them stand out among themselves in efficiency, in the implementation of public diplomacy. The case study has included two states Poland and Romania, showing how practicable is public diplomacy for these two countries, when they started to practice it, and whether it had effect on the realization of national interests. In this way, making comparison between these two countries, we explain the importance of public diplomacy, relying on the fact that Poland through greater engagement in public diplomacy has managed to achieve faster and better state interests than Romania, which has stagnated in this field comparing with Poland. In this paper, we see that public diplomacy has affected foreign direct investment, tourism and have also played a role for this countries to be part of European Union.
