Very often, the common Balkan culture and tradition are considered as mutual characteristics and values that make them fee! close to each other. In spite of this, when it comes to the language use, there is certain hesitation. More and more young native speakers of Albanian do not speak Macedonian and native speakers of Macedonian are not encouraged enough to learn Albanian. Such positions are in danger of bringing about a situation, present even now, that young people from different nationalities in Macedonia communicate among themselves in English. This paper aims to reconfirm the benefits of multilingualism and make some recommendations about its promotion in the local community, taking into consideration the views of parents of elementary school children from both nationalities: Macedonian and Albanian. 20 people will be asked to present their opinion about the obligatory and elective language courses that their children follow in primary schools. In addition to this, an expert opinion will be required from language professionals about the same issue. The conclusions are expected to be of use to the policy makers, the educational institutions and parents. The research project was implemented by the Max van der Stoel Scientific Research Institute of South East European University in Macedonia. The resource and guidebook intend to reflect the insights of scholarly, civic, and communications experts working under and with the Max van der Stoel Institute. The resource and guidebook provides a scholar assessment of the mechanisms opportunities available to those who wish to promote inter-ethnic dialogue and to address inter-ethnic concerns on a civic basis. It describes the process of establishing the round-tables, brainstorming sessions and student activities, and what results were achieved during the research by the scholars of the Institute for the needs of the project. At the same time it presents formal recommendations that are expected to be of use both in the Republic of Macedonia and in similarly mixed societies in the region. Në vitin 2008 Qeveria ka aprovuar strategjinë për e-qeverisje dhe është në fazën e zhvillimit të produkteve elektronike për qytetarët e Kosovës. Mirëpo, problemi kryesor është që ende nuk shfrytëzohet nga qytetarët e Kosovës. Kjo rrjedhë mbase informimi për ofrimin e këtyre shërbimeve është ende jo i plotë. Qëllimi kryesor - i këtij studimi është pasurimi i teorisë së teknikava të komunikimit, thellimi i njohurive ekzistuese për efikasitetin dhe efektivitetin e administratës publike dhe zhvillimin e njohurive për qeverisjen elektronike, si mjet për komunikimin e qytetarëve dhe institucioneve shtetërore. Bëhet fjalë për një detyrë shumë të ndërlikuar, ngase kjo fushë i është nënshtruar ndryshimeve të shpejta dhe ndikimeve të ndryshme tekniko-teknologjike. Qëllimet e kërkimit të kësaj teme janë: 1) Efikasitetit i administratës publike përmes komunikimit dhe qeverisjes elektronike; 2) Efektiviteti i administratës publike dhe; 3) Zhvillimi i raporteve të komunikimit në mes të qytetarëve dhe administratës publike.
