Abstract: | ABSTRACT
Compared to other social policy areas, youth policy is a relatively new phenomenon. The common and widely spread vision of youth policy concerns various actions that are under jurisdictions of the different ministries. Fortunately, in the recent years, the attitude to youth policy has changed in broader Europe. For instance, in the European Union several mechanisms were adopted in order to develop multi-level and cross-sectorial holistic youth policy that aims at improving the situation of young people. On the country level, the government of Macedonia in 2005 adopts the National Youth Strategy and in the nextlO years just the several local governments adopt the specific local youth policies. There are no any previously scientific researches in this specific policy field that are focused on the transfer of European practices to the country level. This paper has aims to explore: How to implement the European practices for youth participation in the process of creation of youth policies and to describe the situation in Macedonia 1 Is there a lack of forms of monitoring and coordination of the local youth policies negatively reflects on the implementation of the youth policy In order to scan the situation regarding the above mentioned issue, field research and Focus groups has been conducted with 215 young people from two municipalities in Macedonia (Prilep and Kavadarci). Additionally the research has been supported with the analysis of the European documents that refer to the practices on youth participation in youth policy creation. The results show that the needs of young people are not changed yet. This situation points out the lack of implementation of the local youth policies by the Local governments. The lack of mechanisms for coordination of the implementation of the local youth policies crucially influences the responsibility and obligation of the Local governments for improving the young people's life. Based on the results and conclusions, this research gives recommendations for certain interventions for improvement of the youth participation in the implementation of the youth policies. These recommendations are focused on the development of the programme and resource capacity of the municipalities where the positive effects from the implementation of the European practices is the most manifested.
