Përpunimi i temës së “Qytetarisë aktive dhe rolit të saj në cilësinë e jetës” në këtë shkrim ka për qëllim zbulimin e rëndësisë së madhe që e ka në jetën e përditshme të individit duke u paraqitur si rezultat i çështjeve aktuale në shoqëri. Qytetaria aktive ka qenë fusha ime hulumtuese, të cilën e kam paraqitur si koncept i pranuar nga pjesëtarë të kompanive, të institucioneve arsimore dhe të përfaqësuesve zyrtarë dhe jo-zyrtarë të shteteve gjatë zbatimit të përgjegjësive të tyre në shoqëri dhe rrethit ku jetojnë-por dhe ndikimit të pashmangshëm të globalizimit dhe të teknologjisë. Në këtë punim trajtohet historiati, nevojat, llojet, mënyrat dhe shkaqet e lajmerimit të Qytetarisë aktive dhe ndërkohë përpunohet qëllimi i saj në arritjen përfundimtare të zbatimit të “Njerëzisë së brendshme”. Gjatë shkrimit janë perdorur libra të publikuara, shkrime, biografi, artikuj të ndryshëm, të dhëna nga interneti, televizioni, të dhëna nga intervista dhe sondazhe të realizuara, por edhe të dhëna nga përvoja personale.
Abstract
Treating the theme of “Active citizenship and its role in the quality of life” in this paper has the intent of pointing out its enormous significance in the everyday life of the person resulting from the actual issues in the society. Active citizenship has been my research field which I have presented as a concept accepted by company representatives, educational institutions, and official and unofficial respresentatives of states while performing their responsibilities in the society and the environment they live in-but also the inevitable influence of globalism and technology. History, needs, types, ways and reasons for the apperance of Active citizenship are treated, and the ultimate aim in performing the “Inner humanity”. While wrtiting this paper i have used published books, writings, different articles, biografies, internet data, television data, data from interviews and polls and data from my personal expirience.

Обработувањето на темата “Активно граѓанство и неговата улога во квалитетот на животот” има за цел откривање на големата улога која ја има во секојневниот човечки живот, појавувајќи се како резултат на актуелните општествени состојби. Активното граѓанство беше мое истражувачко поле, кое го претставив како концепт прифатен од страна на претставници на компании, на образовни институции и на официјални и неопфицијални претставници на земји во склоп на остварување на нивните обврски кон општеството и околината во која живеат-но и неизбежната улога на глобализацијата и технологијата. Во овој труд се разработува историјатот, потребите, видовите, начините и причините за појавата на Активното граѓанство, а притоа и неговата крајна цел во претставувањето на “Внатрешната човечност”. Reforma në administratën publike në Republikën e Maqedonisë se Veriut është një proces i domosdoshëm dhe i vazhdueshëm, i lidhur ngushtë me procesin e integrimit në Bashkimin Evropian. Një administratë publike që funksion mirë është thelbësore për krijimin dhe ruajtjen e besimit ndaj qeverisë, dhe për krijimin e reformave të nevojshme strukturore për rritjen e standardeve të jetesës në shoqëri. Qeverisja e mirë ndikon që shërbimet publike të jenë në dispozicion të qytetarit dhe të ketë rezultate sistemike dhe të qëndrueshme. Kjo është një sfidë e njohur për qeveritë e vendeve që synojnë integrimin në Bashkimin Evropian, pasi procesi i anëtarësimit kërkon që të bëhen reforma thelbësore në administratën publike. BE kërkon krijimin e një administrate profesioniste dhe të depolitizuar, forcimin e pavarësisë së institucioneve të drejtësisë, dhe rritjen e kapaciteteve të administratës publike me qëllim përmirësimin e shërbimeve ndaj qytetarit. Rëndësi thelbësore për funksionimin e shtetit dhe për zbatimin e reformave që nevojiten për integrimin në BE kanë: shërbimi civil i menaxhuar në mënyrë të përshtatshme dhe profesionale; planifikimi dhe koordinimi më i mirë i politikave, procedurat e mira administrative, si dhe menaxhimi më i mirë i financave publike. Vendet duhet të shtojnë përpjekjet e tyre për të përmirësuar administratat e tyre publike në të gjitha nivelet në bazë të strategjive kombëtare. Disinformation in the last 10 years has become a very important cause in many states’ agendas as a threat to democratic values of the society and as an interruption to countries’ developments towards democratisation. This also refers to North Macedonia, as being a country where disinformation has become a subject to many scholars and experts, government so as regulatory bodies. Social media has been increasingly used as a powerful tool for political engagement and expression. Political actors have used the benefits of digital media to shape public opinion, to control the flow of information online and to initiate particular political activity through political campaigns. Political actors have used rumor and other false information tools since ever, but modern technologies allow them to produce and disseminate disinformation faster and with a great effect. The speed, reach and low cost of online communication is increasing the consequences of disinformation. Therefore, the causes and impact of disinformation on democracy, human rights and the rule of law are the subjects which are constantly studied with particular attention by respective field experts and researchers. The research project on computational propaganda by the University of Oxford (2019), revealed 70 countries worldwide of organized social media manipulation campaigns, from which in 45 countries these tools and techniques were used by political parties or politicians during the times of important political events, such as elections. Among other democratic and non-democratic states, in this report North Macedonia was examined as one of the countries where cyber troop activity took part through social media manipulation, respectively Facebook and Tweeter fake accounts: automated accounts –bots and human accounts. As the report reveals, in North Macedonia these strategies were used for attacking opposition, for spreading polarizing messages and for suppressing participation through personal attacks or harassments. (Bradshaw & Howard, 2019) But, all of these wouldn’t be possible and wouldn’t reach so much attention and effect without the consumers’ i.e. audience’s consent and activity. Kjo tezë e magjistraturës merret me të drejtën e arsimimit dhe me parimin e mosdiskriminimit në arsim. Në fakt, në këtë tezë bëhet analizë rregullativave dhe normave ndërkombëtare juridike e cila eshtë e lidhura me të drejtën e arsimimit me theks të veçantë në instrumentet e Kombeve të Bashkuara, Këshillit Evropian, UNESCO-s dhe Bashkimit Evropian. Gjithashtu, në këtë punim vëmendja është e përqëndruar edhe kah e drejta e arsimimit dhe mosdiskiriminimit në Republikën e Maqedonisë së Veriut. Për këtë qëllim, bëhet analizë e së drejtës së arsimimit në Maqedoni, në përputhje me ligjvënien maqedonase, si dhe analizë e raporteve të ndryshme për Republikën e Maqedonisë së Veriut nga ana e Komitetit për të Drejtat e Njeriut pranë OKB-së dhe nga ana e Këshillit Evropian. Duke e pasur parasysh gjendjen dhe përbërjen multietnike në Republikën e Maqedonisë së Veriut, është jashtëzakonisht e rëndësishme analiza e bërë në kuadër të këtij punimi, sa i përket rregullativës ligjore që ka të bëjë me arsimimin dhe me zbatimin e tij në mes të etnive të ndryshme, duke bërë krahasim me ligjvënien e BE-së. Arsimimi është njëri ndër shtyllat kryesore në të cilën mbështet çdo shoqëri, etni dhe në kuptimin më të gjerë të fjalës, shtet apo globalisht, e tërë bota. Kjo është një e drejtë e cila i takon çdo njeriu në mënyrë të barabartë, në mënyrë univerale dhe në mënyrë të pandërprerë, duke pasqyruar edhe nevojat themelore të njeriut, pa të cilat njeriu nuk mund të jetojnë me dinjitet. Për këtë shkak, kjo e drejtë duhet të jetë prioritet në tërë botën, duhet të jetë interes kombëtar i secilit vend.

Овој магистерски труд се занимава со правото на образование и принципот на недискриминација во образованието. Имено, во овој труд се врши анализа на меѓународните правни норми и регулативи кои се поврзани со правото на образование со посебен акцент на инструментите на Обединетите Нации, Европскиот Совет, УНЕСКО и Европската унија. Исто така, во овој трудфокусот е насочен кон правото на образование и принципот на недискриминација во Република Северна Македонија. За таа цел се врши анализа на правото на образование во Македонија во согласност со македонското законодавство, како и анализа на различни извештаи за Република Северна Македонија од Комитетот за човекови права при ООН како и Советот на Европа. Земајќи ја предвид состојбата и мултиетничкиот состав на Република Северна Македонија, од голема важност е анализата направена во овој труд во однос назаконската регулатива поврзана со образованието и примената меѓу различните етникуми, правејќи споредба со законодавството на ЕУ. Образованието е еден од основните столбови на кои почива секоја заедница, општество и, во поширока смисла, државата и глобално целиот свет. Тоа е човечко право кое припаѓа на секој човек, подеднакво, универзално и вечно, одраз на основните човечки потреби без кое луѓето не можат да живеат достоинствено. Ky punim mbi qeverisjen vendore në komunën e Preshevës ka për qëllim të shtjellojë disa koncepte bazë mbi roli e qeverisje vendore si dhe raportin e saj me qytetarët e kësaj komune dhe me qeverisjen qendrore sipas legjislcionit në fuqi, si dhe të vërë theksin mbi faktorët kryesorë që ndikojnë në konsolidimin e qeverisjes vendore në komunën e Preshevës, bazuar në sistemin në fuqi, me qëllim realizimin e parimeve të decentralizimit dhe ofrimit të shërbimeve në mënyrë sa më efiçiente dhe në nivel sa më afër qytetarit. Duke qenë në dijeni se ky punim është modest për një temë të tillë që është mjaft e gjërë dhe komplekse dhe nuk mendojë se me këto radhë tu japë përgjigje shteruese problematikës së ngritur me anë të këtij punimi. Në këtë punim janë shtjelluar situata të caktuara ku qeverisja vendore mund të përmisohet dhe po ashtu janë pikasur edhe disa mangësi në zbatimin e politikave të qeverisjes, mangësi këto që kanë të bëjnë në masë të madhe me konsolidimin strukturor të funksioneve brenda vetë sistemit aktual të qeverisjes vendore. Gjithashtu ky punim ka për qëllim të vërë në pah gjendjen aktuale të qeverisjes vendore në raport me qytetarët, ku si metodë kam përdorur anketimin me qytetarët, se sa ata janë të kënaqur me funksionimin e pushtetit lokal, si dhe të vërë theksin në disa faktorë që ndikojnë në qeverisje që ajo të jetë sa më efikase për të gjithë qytetarët.
ABSTRACT
This paper on local governance in the municipality of Presevo aims to elaborate some basic concepts on the role of local government and its relationship with citizens of this municipality and central government according to the legislation in force, and to emphasize the main factors that affect the consolidation of local government in the municipality of Presevo, based on the system in force, in order to achieve decentralization principles and service delivery in the most efficient and close way to the citizen. Knowing that this work is modest for such a topic that is quite broad and complex and does not think that with these lines give an exhaustive answer to the problem raised by this paper. In this paper some specific situations are discussed where local government can be improved and also some shortcomings in the implementation of government policies are highlighted, the deficiencies that have to do with the structural consolidation of functions within the actual system of governance local.
